There's some other orkind lairs much farther away from Noer than just the ones you've mentioned, so that's probably a factor.
The bigger issue though is that Noer is dealing with a Refugee Crisis on top of all the other shit, so the moment you step foot outside of the city walls, it's a crapshoot whether any location has seen any real oversight by the guards/military/etc. anytime recently. And most of of the military is occupied either repelling deep ones or the infested lands up north where Sybaris was, so ultimately, the sovereignty of Noer is pretty illusory right now.
You sure there are other Orkind lairs further away? You sure they are not just occupied by them? Like I mentioned previously, about the Woodson farm, once you kill them, later on it's occupied by Orkinds. Not exactly a lair.
Crisis? I kind of disagree, the traffickers, criminals and that rich guy Milo seem to be thriving from the influx of refugees. Besides the arena, the marketplace at night, the sewers etc. There doesn't seem to be that many of them within the city, compared to the outside where there are a fuck ton of refugee camps stationed.
(Crisis or not, I've made my Lona into an embodiment of population control! ^_^ So Noer can sleep easy knowing there is a smol, brutal, neurotic, bi-polar, virgin, killing machine! xD )
I've only noticed the Doom Fortress having issues with abominations, but even then it's just the outpost to the east having constant trouble with them. But they appear to have a heavily trained garrison, so they manage, especially with their artillery pieces.
Milo boasted about how he is financing the troops of Noer. Clearly he is not financing them enough, cause even though within the city walls it's safe from Deep Ones and Orkinds, it still has a major criminal problem. Hell, I wanted to play the hero, so I went out and killed that stereotypical looking Jewish loanshark aswell as the other gang members with him, didn't change much... Yes, I killed the Jew and took his copper coins...

In conclusion, Noer needs more military spending, plain and simple. It would put those refugees to good use besides slavery. If I was in Milo's position, I'd cut some trade deal with the Fish people. Employ those criminal traffickers as proxies to sell women to the fish people for money, that SHOULD cover the portion of the military expenses. Then when everything is stable in Noer...
