OK, so here is where I am. Wearing Modern Outfit. Have Lint Brush and Iron and Leather Wallet. Several showers later, I have Appearance 21. Even went and practiced Charm a couple of times.

Nah, don't listen to that other guy if you're still struggling with this. I'm not sure what his deal is, based off my interactions with him I just suspect English is his second language.
It looks like from the screenshots, you tried Friday at 16:00 then Monday at 17:00. Charlie unlocks at 16:00. Try any day between Monday - Thursday. I never really noticed the day whenever I unlocked her but that might be the case. If that works, then it might be the case because Jesse isn't home on Fridays. I don't even remember whether she was in that scene but that's kind of how this game's logic goes.
Also if you're still stuck or wondering about these things:
- Immediagram Mother was a dead-end. If you wanted to revert her back to Health Nut, the only time to talk to her and encourage interests would be on the Weekend (Sat and Sun), at 14:00, in Parents' room.
- As for Gina: These are from notes I wrote myself a year or two when I was writing my own guide
- Wed - Sun: Bathroom, 21:00: Gives +3 Incest exp
- Sat and Sun: Living room, 0:00 to 2:00: Need Whiskey, gives Gina Incest exp (I think +7 exp)
- Massage in her room when she's there: 3rd option (needs Massage Rank 2 and Incest Rank 1): +1 incest exp for Gina
- Strategy was to basically increase her incest exp through actions incrementally while working on other characters. Otherwise, get Incest Rank high enough to get the permanent topic and mix that in to conversations with her.
- For Becky and her followers
- Embrace Order, I think at Rank 2 you can Organize. Organize the bar/bottles (whatever): Short scene with Sally and +2 followers
- Chat with Jay for the next 3 actions. Just need any topic with the tag "Charming" in your inventory bar (the bottom one): +1 followers
- I also think this is a relatively new feature because I don't remember it but I think Social Media (or something else) will net you an additional +1 follower at a certain Rank. Check the Skills page to check which one. I usually grind Social Media first anyway because of Becky so I didn't really remember.
- Overall, sitting at 2 followers right now. If you do this, you can gain 3+2+2+2= 9 followers in one party (with the Skill bonus)
- For Richard: Aggressiveness
- Watch TV: Sometimes Sports (Competitive/Entertainment) comes out. Competitive is a sub-topic of Aggressive. It will work by itself because one of Richard's interests is Entertainment
- Also get Money a high enough rank to start researching Finance: Sometimes Stocks or whatever it was comes out (Money/Competitive or was it Aggressive?). That should also work by itself.
- Can also watch educational videos that sometimes pops out Stocks
- For Tilley: Aggressiveness
- Get Fashion Rank high enough to work at the boutique. Take a Charming or Fashion tag topic with you to do "Upsale". You'll get Sales Tactics (Aggressive/Money). Should work by itself with Tilley.
- Also can get Eye Fucking (Aggression/Rudeness/Seductive) from Jesse. It's the tedious-ass scene where you have to make Charlie cum while you have sex with her but you can't cum yourself. Then you go to the bathroom and you'll run into Jesse and you'll get the topic.
Note: Try looking at the Skills page and reading things carefully. It can be overwhelming looking at that mess and it's a gripe I've always had with the stupid auto-overlay but it actually tells you a lot.
