In the meantime I have found tens of, if not more, 100 Vitality + 96-99 Intelligence Syrians with only positive traits.. In fact I see more of them than I do Ash Blonde Germans.

No, it's random. The only way is cheating with developer's console. If you have a premium code, talk to a person you want to edit, exit conversation and press Alt+D. You can edit her stats there. Also you can randomize her appearance by pressing button "Randomize Bgen" and close the console. Do this multiple times till you are satisfied with a result.
Anyone have a completed save from the previous version. My saves are bugged, interacting with the tile to go to the neighbors house produces an error message. So i cant access any of the new content
