Storywise it makes sense, but I'm not crazy about how Luna's path with Amabel depends on her choice regarding the raiders. It's possible to want to both stop the fuckers at the border and dominate the little bitch.
(As it is, if you sacrifice the people to the raiders, Luna gets a dominance path with her, whereas if you have them take the raiders on early, Luna and Amabel get a romance path instead.)
