Don't get me wrong, I didn't mean to say that poster was from 1943, it was about the text that appeared when touching that poster. In 1943, most posters had a completely different theme.... The poster on the wall is clearly from a later period. And since the text on it was English I rejected that German possibility. Incidentally, the Germans did have a resort at that time. But that came into being in the late 1930s.
You didn't say the poster was from 1943, but
the text of the game itself in the screenshot says that picture is an advertisement for the first resort they opened. Dating back to 1943.
In my opinion, this wording for the in-game narrator means that the advertisement itself dates back to 1943, not just the resort.
My interpretation is also confirmed by the wording of the poster itself, which doesn't say "come to this resort we opened back in 1943 and is still operating nowadays" (that would mean the resort is old, the poster is contemporary); it says this resort "
is now open" (a typical wording used to advertise a recently opened business), so
in the intention of the Devs that picture was meant to represent the original advertising firstly published in 1943 (and it would make sense the V Corpoation has a reproduction of its first historical advertisement on its premises, just like the Coca-Cola company has)...
...but the Devs just didn't bother to find an asset of 1940's clothing to dress the model (probably judging it wouldn't have been worth the research effort to use it just for a single rendering)
