For some reason I can't talk to tao about bareshade or the festival even though his free.

You also need to have the island west of the junkyard unlocked.

Is this the island west?

"West of the Junkyard". You're in the Junkyard, so no.
Follow the questline with Tao/Junkyard area, and it'll eventually take you over there. If you make it to a jungle, you're on the right path.

No. When you head to the junkyard underground, there should be an option to 'clear the path or something instead of surfacing. It'll take a while, and you can use energy drinks to help you, but you need to clear the path so you can go further west.

Well I guess there is one with a orc guard but that's about it.

its sad , but atleast i found this in game files.

He's in the game; old character though (art is new). It's the Wolbauk handler in the orc village. No need to dig through the files to find him.
