"West of the Junkyard". You're in the Junkyard, so no.
Follow the questline with Tao/Junkyard area, and it'll eventually take you over there. If you make it to a jungle, you're on the right path.

No. When you head to the junkyard underground, there should be an option to 'clear the path or something instead of surfacing. It'll take a while, and you can use energy drinks to help you, but you need to clear the path so you can go further west.
