I don't think she intended to cheat. She was resisting him until something unexpected happened that kind of led to her body just reacting. Once she was caught up in the emotional moment she wasn't thinking clearly. That's kind of how corruption story lines work. The person starts reacting instead of stopping to think.

Actually half the world legally doesn't care about incest, even when socially still frowned upon.
