I've got Locale Emulator, but that only lets you run things in japanese locale without swapping. I've never heard of unzipping things in Japanese locale with an app or an exe. I just changed my locale to solve this problem previously. What did you do?

I use Bandizip, which allows you to extract zip files in other languages.

I imagine it's the same thing as changing your locale first.
