Unless I am misinterpreting, and you have SEEN her cleaning kitchen floor, but no picture is being taken?

Have you unlocked the casino on the map? You need to take the train as travel to places and through the magic of RNG, you will eventually find a flyer for the casino and it will unlock.

Sounds like you don't have enough hearts to take her to the casino and/or you haven't unlocked the casino on your map.
