I know that, but the conditions to set that flag seem to be checked every time the game increments the stat of a girl.
So if you set the relation for all on max, locations like the Bunker or the park may not be available then, hence you can’t visit them and never view the scenes found there.
Imho that’s the usual way, people use editors to modify the savegames.

Here's an example of the conditions required for meeting Pam for the very first time when you have the pizzeria unlocked on the map.

So in this instance, if the right conditions aren't met, (i.e: Working at the pizza shop at least once) you won't encounter the Urban Angel at night when that time comes (hence the "no_contact" condition). Stats aren't needed for that to take place (as far as working there goes, anyway). I won't explain why so as not to spoil it for new players though..
As an aside, you don't need to use an online save editor or anything special to view the MotH saves. They're basically text files just like the mapping file. All you need is Notepad or Notepad ++ (basically any standard text editor will do).
Now, with regard to the park, there's two conditions required for that to unlock. Either A) rewarding Veronica by taking her there or B) meeting Emma there in the mornings to jog with her (but you have to have met her first). The tennis courts are unlocked by clicking on Debby's tennis racket when she's changing at the police station in the morning. Neither of these are stat driven, but by progressing their stories.
For example, Debby's hint would state that she takes her bag to work with her in the morning and that's dependent on where her stats are at. At this point, the tennis court isn't unlocked yet. So when you go there at 9 a.m and peek in on her getting changed for work, that's when you see a collectable, her tennis racket (that unlocks the tennis courts) and a zoomed in shot of her ass (extra gallery images).
Now, if you want to have some fun experimenting, try starting a new game, get through the introduction and change Veronica's stats to 40 love, 0 arousal then give her the laundry chore and check on her. She should be sitting on the bathroom floor with clothes scattered everywhere. Take her to your room, tell her to remove her panties. Save where you are then go into the save, drop her love stat back to 0 and see if she takes your coffee or if you get the late night phone call to bail her out of jail. Chances are you might be able to do the coffee one, but you probably won't be able to get her I.D to bail her out of jail.
Unlocking the police station on the map is contingent on one thing; getting Veronica's I.D and at this point, there are no stats for Veronica yet.
