The locked sunglasses means your mood needs to be at sunglasses level (everything maxed). you can check your current mood at the top center right.
I don't get that option when I take her to the room when she's doing a chore. I get the options of spanking her or taking off her panties. Can't get the conversation where she says she wants to keep getting punished.

All i know is that if you can ask her to take off her panties its sounds like you haven't yet done the event at Neon. Its after you talk to Amy the event triggers that makes MC tell Veronica to never wear panties again. So you may be stuck on to many hearts or stars.
you have to go to the Mall in the lingerie store then give her at 15:00 in her room, that evening when you go to Mom 4 massage you will recive Msg from Ashley.
This should solve your problem I edited the save to 7 stars so you can continue from here

Hello, it's been quite a few version since I played the game, picked it up again on 6.6 and followed the 6.5 Walkthrough , completed most of the game without problems, but I'm stuck on some little things and I'd like you help. I'm a "perfectionist" especially when it comes to Achievements in games, so here's my issue..
Ashely 97% "Say Cheese" missing a Selfie, last one after Babydoll. Ashley Album is at 49/50
Veronica 86% whole 2nd Achievement is missing, have three red ? in it. Veronica Album is at 33/37
Claire is at 99% , while Photographic Memory is at 96%. Claire Album is at 58/60
