IIRC:
-You have to first meet her on Sunday 11:00 in Aslay's room.
-Then, every weekday at 14:00 greet her (or later help her) to raise her love stat.
-After you have raised her love to 10 or 20 (I'm not sure), try again to enter Ashley's room on Sunday 11:00.
Hope it helps. I don't have a save that "old" to verify it.

I don'r remember how it is triggered (sorry!).
But you'll know you must wait for her if she greets you at the moment you enter Neon. She then says that she'll leave quite early, at 4:30 and asks you to pick her up.
