If you chose to arrest Mason, you will meet 2 guys at old warehouse, if you just ignore him for a while after chase him from station, he'll escape. when Micheal ask you to come to warehouse, you will meet him again there, defeat him then chose to save the kidnapped woman, he will blackmail Manila in to sex every weekend.

I did that , went to the warehouse and found mason ... and after the scene ends , the side mission's status is failed

you can choose 2 times the green option to arrest him. thats the only way to fulfill the side mission, as it seems you can't arrest him after that

I got a question about the Michael Route in the beginning of the game. Is the scene in the club with Michael and that other dude drugging Manila the only scene you gain from refusing a relationship? Or is there more content on that route?

Lt. Storm´s blackmail only activates if I accept the relationship, right?

Yes, the guy with Micheal will blackmail Manila to sex at the temple. And you don't have to accept Micheal to trick up Storm plot, just beat up J Blue at the begin. About the side quest to save the woman, at Friday, Mason will send text to Manila, ask her to warehouse, first time only to fuck her, next time he'll ask for food and fuck her again.
