Two ways,
1.) Reject micheal as boyfriend,First arrest jblue and when he is released fight "????" guy. It will start lt. Storm path.
2.) Accept micheal as boyfriend, at later stage in game storm will start blackmailing u leading to his quest.

a kidnapped woman should be found in the Hades area.
You get there in the area as you follow the story(Red Card Quest)

How do u start the kidnapping side quest, played 7 times never came across it?

You will save her if you do not give in to Mason(Play Justify route)
Or you kill mason but Then you beat his buddy to garage(Close to home)

The kidnapped quest will only be available if you have not arrest a mason or kill Mason but you lose the battle to his friends in the garage.
(This is not necessarily a fact but goes with my own memory)

Edit:
Now going to the third round.
The biggest impact(Not main story) are what you do with J.Blue or Mason.
If you want the most content:
-Win J.Blue and take bribe
-Dont arrest Mason->You will receive text messages
-Be Girlfirend to Michel->Some side/text quest and Lt.Strom Path
