need help with 'helm family quest', Magistrate refused to help me since I was not influencing enough, now I am but can't find the magistrate , what other way I can proceed, I searched into both slave markets but didn't find anything.

The guy you need to talk to is at Town Hall and once the slaves are available, you can find them at Kymanto Hall, IIRC.
