The option is not available in a fresh game and if I had to guess why, I'd say there's some minimum threshold of something you have to meet, probably influence, before it becomes available.

The conditions basically are:
1. Ikaanos is currently at war (vs the dengi or otherwise) or
2. Aria has overthrown Mordecai or
3. You are a high senator.

I'm not sure if the devs are aware and it's already addressed. But in the War supplies page, the Town Magistrate refers to MC as High Chancellor instead of High Senator. Unless my MC is just that good in bed and Aria said fuck it, you're the leader now. That's one hell of a promotion.

Just to clarify, which NPC did you pick up, because there's two possible in that series of quests,A bit less important, is I have a save on my pro-Aria Rebellion path where I've finished the 'Prowler In The Dark (3rdpt)' but not gotten the achievement for it.
(I don't know if I've finished it before the achievement was put in, or managed to miss the last stage somehow?)
