Most usually it's because the time for renders to come out far exceeds the writing, so if a dev writes the content for the next update or two then the one working on models can just provide the renders, and in the meantime the writer can do his job for another game. And after he is done writing for that second game he can go back to writing for the first one while the one on renders works on the second game.
Not saying this is necessarily the case here, but that's how it usually happens.

There are two Devs in this project AFIAK, one writes while the other does the art, so the Writer has a side project while the Artist does his thing. Bottlenecks create free time
Bottom line is this Dev is producing content quickly and consistently. so maybe save your "concerns" for projects that struggle to do this.

The answer is easy: there are two different teams that work on the games! (obviously there are points of contact...)
We try to be more consistent with this game, so regular updates but not animation, and experiment and use animations with the second one but only 1 update every 2/3 months.

Personally I'd prefer bigger updates that take longer to do too, but You're probably on the best path right now with fast regular updates.
If you take longer to make bigger update the milking trolls will appear and good luck getting rid off them when they do... they never shut up.
