I spoke to her, but there is no button to leave the location, even in the store there is no way to leave the location.I don't know on this one. It's not the pic you had on your original post. You might have to work first.
I worked, and then I clicked on everything and absolutely no menu appeared to change the location, I believe it must be a bug for version 23 of Android

Is there a way to get past this point without the bugfix for 0.23.1? Reloading the game, save and leaving/reentering the room doesn't solve the problem.

right above my comment someone posted their save game, i used that and it worked just fine.

I believe this is where you are trying to meet Tony in front of the building.. what read is that the front of the building is accessible before this point and if you go there before your supposed to you get the error.. need to back up before that point and not go there until you are told to.... That worked for me.
