In some countries its even illegal to play these games or watch porn. But yes. There are age restrictions in effect when it comes to porn in every country in the world really. This means that porn has to come with such statements implemented. The only reason that only 'some' games come with it is because the rest of the devs are ignoring and/or unaware of what legal obligations they have the meantime.

In some countries there are just recommendations like for movies:"pg-13", x- or r-rated.
I wouldn't like my 4-year old to watch porn, but it's not illegal.

It is. Probably just hosts various dangerous files and is used for scams often due to its interface, so it got blacklisted.
