This has been said so many times on other scammy games, where the dev has zero interest in what their subscriber wants, and just takes the money, the devs excuses almost always is, hey we worked hard, here is a product and your helping support its development. Yes helping to support a product they don't want.Damn…… we’re fucked. 4+ years of only foreplay!!! OMG! That’s it, there’s no hope. Sometimes I really wish there are porn game making companies in West like in Japan. Atleast that way we won’t have to wait half a decade to play a decent porn game!
Solution...people stop giving him monthly subs on patreon or subscribe.star. This should have happened years ago when he clocked his patrons where pissing the money up a wall to him every month and he knew he could get away with pretty much anything he wanted.
He is by no means the only one doing this, there are now far too many pulling this stunt, and you know what's so bad about it? People who have been stung by these devs and stopped supporting them become far too reluctant to even want to help support anyone anymore, in other words these types devs make it extremely difficult for other people to trust and support other devs who might be honest, who might work hard and put out the work people or subscribers want to see. In the case of this game, blame the idiotic subscribers..if it wasn't for them this game would either have been abandoned or this game would have taken a drastic course change to something more that people want. I just think they couldn't be assed to even stop their subs to him, which is even worse!
It takes time to build up trust with developers and the moment they abuse that trust, adios really. I don't know what else to say, except this shit has been going on since patreon / renpy scams started and there are quite a number of bad devs doing this, but there are good devs too, who i do trust and subscribe too.

Well to be fair, all those characters you mentioned except for the mom got their own fair share of the screen time before he dropped into this shithole with the whole overhaul thing. So imo it's logical that he did updates first for the younger sis who had like the least content from the family members before the .17 version and now for the teacher who had been out of action for longer than the other side characters.
Not saying that this Ms. Jane update was a good one, imo it was actually pretty bad one. It felt unnatural and rushed, especially the sex scenes with her.
But isn't this exactly what kills most of the games? The developer giving the power to the audience in exchange of money, which ends up into the situation where the game becomes the vision of the players and not the developer himself. One of the reasons why ICSTOR lost his mojo for Milfy City was the fact that he hadn't really planned the story for the game and instead he gave the power to his supporters to decide which character would get some content in the updates. Soon enough it was all about just Linda and Caroline, as the supporters didn't care for other characters. And well, we know how that went in the end when he got bored that the characters he had to work on were mostly just Linda and Caroline, he started to deceive the people since he didn't want to give up the money but he also didn't want to work on the only two characters that the supporters wanted to see.

I dont mean this in a sense of a 1 for 1 dollar exchange. Delivery of content is whats important. Some of these devs think this is a path to freedom. Its not. They are still held accountable by their customers. Most of us arent paying so these guys can develop the game of their dreams or improve their skills so they can add gameplay aspects they think are fun. This isnt a go fund me for my own desires. Its a support for content model. Its also a path for them to continually learn and be creative. They deliver content and during that journey they gain skills and ideas for the next game. Each dev thinks their game is the next big thing until its not. Each game is just more content and not some masterpiece. Nobody pays for the same movie over and over. They buy it once and enjoy it many times. Focus on content and consistent delivery. Explore your ideas in the next game.
