I did and got the sleepwalking scene and not much else after that
You have to go to the bottom left border and hit test pipes and then it will let you put the tape on the leak.
You have to do it multiple times. I didn't count how many but about 5+ until I got new dialogue for that scene.

You need to press the empty square on the bottom left until it's empty again, and then press outside. Worked for me at least.
You have to seal the leak at the top right with the tape.
Do you not see a test pipes option at all on hover?
Go to the shop, should be under extras.
It's the order to put the pipes in as you can only use each once. The two on the left side are similar but you'll notice one is a little smaller than the other. Pu the tape in the upper right where the water is leaking and then test it
