They probably haven't stopped working on it because this game is a prison of ICSTOR's own making (all of these games become one once they get big enough). Once they get big enough, these developers inevitably quit their day jobs and make more money at this. Patrons are subsidizing the creation of a game and completing it is anathema to making a career out of this. No one wants to go back to making less money and working harder at it, but there is no guarantee that another project will have as much attention as their most popular one (look at NLT, none of the sequels to Treasure of Naadia are as highly regarded).After a long time he promised to complete the game.

This starts the vicious cycle we see here. Games that are in development in perpetuity because these developers are making too much money on projects that cannot end without taking their lifestyle with it.
ICSTOR is going to do what all of these big, single-developers do and stretch every ounce of content as long as possible to squeeze every nickel and dime they can out of your wallet. Their other projects don't garner anywhere near enough attention for them to move on, and simply stopping would mean having to go back to work a 9-5.
The additional content will come out because it has to for ICSTOR to keep squeezing money out of patrons long term. These people are making good money, but they aren't exactly making "retire to a private island" money.
Before it does we will probably get notice that too much content was added and the DLCs are being downsized to include a "complete" story along one path for only one girl at a time. We'll get notice that Linda and Caroline are being cut into their own DLC and Sara will be the first one (only because the other 2 are more popular). In a few years time, once the game shows its age, ICSTOR will announce a tech update that takes years (similar to Summertime Saga) and this will add more years of milking to the masses. Thus the cycle continues.
