I played this game for 15 minutes or so and what bothered me about it was that the mother had been clarified right at the beginning of the game. Who sees it the same way? Or are there a lot of things happening?

After a long time he promised to complete the game.
Since the announcement, it took more than a year to create an ending (which was not such) and added self-censorship to be able to sell it on Steam and get paid for Patreon.

Yeah not sure if the wording isn't clear but the entire list is games where you can fuck the mom character, so that's a given. if i put something like "sister" or "aunt" that means you can fuck them too. Something like "mom x sister" means there is at least one scene with the mom and sister together

They probably haven't stopped working on it because this game is a prison of ICSTOR's own making (all of these games become one once they get big enough). Once they get big enough, these developers inevitably quit their day jobs and make more money at this. Patrons are subsidizing the creation of a game and completing it is anathema to making a career out of this. No one wants to go back to making less money and working harder at it, but there is no guarantee that another project will have as much attention as their most popular one (look at NLT, none of the sequels to Treasure of Naadia are as highly regarded).
This starts the vicious cycle we see here. Games that are in development in perpetuity because these developers are making too much money on projects that cannot end without taking their lifestyle with it.
ICSTOR is going to do what all of these big, single-developers do and stretch every ounce of content as long as possible to squeeze every nickel and dime they can out of your wallet. Their other projects don't garner anywhere near enough attention for them to move on, and simply stopping would mean having to go back to work a 9-5.
The additional content will come out because it has to for ICSTOR to keep squeezing money out of patrons long term. These people are making good money, but they aren't exactly making "retire to a private island" money.
Before it does we will probably get notice that too much content was added and the DLCs are being downsized to include a "complete" story along one path for only one girl at a time. We'll get notice that Linda and Caroline are being cut into their own DLC and Sara will be the first one (only because the other 2 are more popular). In a few years time, once the game shows its age, ICSTOR will announce a tech update that takes years (similar to Summertime Saga) and this will add more years of milking to the masses. Thus the cycle continues.

But the question is: aren't there any fan developers or animation experts who can continue the story? Because ethics are not very common in this field, from what I can see from your report. So, fuck them.
There isn't much incentive in them doing that though. If they crowdfund it, which is what everyone does in this genre, they'll probably get sued.
Even if they had permission and did crowdfund it, the process would start all over again. If it gets popular enough, they'll make more developing for this project than their day job. They will then quit that job to work on it full-time and come to realize that revenue dies the moment they finish the project. The moment that happens, they become like every other "major" developer in this genre.
Crowdfunding is the root of the problem. If we stopped funding it and forced them to get paid when a finished project is released, this would stop.
