So what is going on with this dev? Is he alive, still making these games or what? I know he milked milfy city to hell and back, but it still was a good game and i am wondering if he is still active and are there any plans for some new games.

No updates from him or his team.
We don't know if he's still alive but we presume that he isn't alive anymore.
And he "planned" on making Milfy Mafia but there hasn't been an update on that as well.
I think its safe to say there hasn't been an update on here since 2023-11-03 going off the front page, and that there will not be anymore.
I know dlc's have been mentioned, but after 2years I can not see them being dropped unless some miricale happens and we got 2years worth of content dropped out of knowhere. Unless anyone with a sub can comment if they are still posting updates?
Its most likely what alot of other people have said and they have quit/retired/died and thier patreon just hasn't been closed down. Its shame as the games they made were good, even if they milked the content releases

So apparently there is a restoration mod that is now complete, restoring cut content. Any chance of a new Android port with it included?
