I like things to be more on the wholesome side, so NTR is a big no for me, but girl-on-girl is fine.

I digress. The game makes it explicitly obvious that the sex is consented to by the MC. The MC approves of and usually even joins in on the fun. It's literally a harem. Expecting the girls to not have sex with each other, or engage in threesomes/orgies (With each other, or the MC), is like expecting a straight man to not stick his dick in pussy. Or ass, I don't speak for everyones sexual preferences.

The above conversation is why I added dialogue options to let the player choose how much hypothetical flexibility they give the girls' sex lives.
1) You can welcome them to sleep with whoever they want, that's what you're doing after all, and on this path you have no double standards about that.
2) You may invite them to sleep with anyone in the harem. Girl love rules, says the protagonist on this path.
3) You can also tell them that you only want them to sleep with you. This one is hardest to justify, but for jealousy-prone protagonists, they might not like the idea of any of their 70+ girls sleeping with anyone else.
The game doesn't cover absolutely every event. It's implied that while you're shopping and sleeping with many girls, Ray and Bessie are off doing other things. If you picked (1) they might be engaging in the same kind of business as you, but given the state of the world, it seems unlikely that they'll find another male lover anyway unless it was at a Capital City brothel. Whether you think going to a brothel is beneath the girls, that's entirely up to your own personal head canon. I was going to add optional scenes where Bessie could hire escorts, but I decided that it would be too different from what the game is already about.
Your harem, on the other hand, is likely brimming with a lot of love if you picked options (1) or (2). I'd love to represent this in some way, but some things are beyond the scope of the game. I may add several unique threesomes with interesting harem combinations once the main story is complete that can help flesh out the sense of community within the harem.

I didn't mean to start a philosophical discussion on whether it's appropriate for members of a harem to sleep with each other, geez. We already had the option to suggest to Ray and Bessie to play with each other while the MC is "busy." We also have a few threesome scenes that apparently are fine. The girls usually play with each others' clits during these scenes so it's no stretch to think that they could interact a little more during those scenes. So there is already reference to F/F play in the game if that's not your thing. The reason I suggested Bessie for this route is because she has the most threesome scenes (Keke, Fiona, Ray, and the dark elf girl. With her being the "harem manager" it wouldn't be hard to explain with hentai logic that she is in charge of keeping the girls satisfied since it isn't likely that MC is going to get to all 15+ in the harem plus the ones in the outside world.
Also, I guess netori is fine since the MC had Polishes-Many-Spears cheat on her husband with him and then leave him. This is still NTR from the perspective of her husband. Girls sleeping with each other in a harem is not typically considered NTR because no one is being "stolen." Netorare means to be stolen from and Netori means to steal from which doesn't really apply in this context.
Now that I think about it we have already had instances of F/F stuff going on. Bessie and Keke were making out by themselves before the MC joined in and it's the same with Ray and Luna. So were those NTR up until the point MC joined in? That logic doesn't make sense to me.

The difference is that you use couples as an example, which are closed or exclusive relationships. A harem is a polyamorous relationship, and moreover it is an open relationship, since you are continuously adding members to the harem. If your relationship were a closed triad (e.g. Dante, Ray, and Bessie exclusively), then yes, sleeping with anyone outside of the triad would be considered cheating—and that would go for Dante as well as the girls.

I think that's a good idea as it will allow the game to appeal to a wider variety of people and make the self-insert aspect easier to believe. For instance, I'm polyamorous so the idea of the girls in my harem sleeping with other men as well is perfectly fine with me, but for others they might want to keep it only between other girls in the harem or just the MC. It's a nice touch that adds a lot in the game even if we never see all of those options play out as we can assume that stuff is going on behind the scenes.

Personally not too much of a fan of Dante's Doppelganger shenanigans. I get it's /technically/ him and all that, but it just ends up feeling really weird, especially since they're going to be going around fucking characters off screen.
