Well, technically it is. There is ng+ mode coming soon and 4th route as far as i am aware. Some of that is promised in 3.03 patch.

what a shame.... the moderator didnt upload our version (the full version with translation + uncensor + mtl)
only has 5.09 gb meaning it only has the part 3 lacking pictures and only arzor x translation

In my opinion it's better to download one of these link to get at least the translation from part 2+demo imported inside the game part 3 and use the mtool folder to launch the game so you can have an OK translation. (in my opinion between waiting 2 years for the human translation and playing with the translator I take the 2nd option)
