I think that in order for Lida to let Derek apply sun cream on her, you first have to complete the task "Watch Lida in the gym" (Morning,Day). Which once completed is replaced by the task "Watch Lida in the pool" (Morning). Where Lida discovers after that gym session that Mikhail's cock (which she was obsessed with) is tiny, and that disappointment causes her to look for another candidate with a big cock, which is Derek. And in that scene it's not Derek who has to ask Lida about the sun cream either, but rather Lida who gives the sun cream to Derek and asks if he can apply it, seeking to excite Derek to have an erection and thus be able to see his cock, disappointed by Mikhail's when she tried to do the same with him in the gym.

That task "Put the phone on the nightstand" doesn't trigger because it overlaps (bug) with another task of "Get the data from Ivan's laptop".
Try first if you can trigger it with this fix:

In My Cute Roommate 2 as in Girl House the mc doesn't make much money in the Sex Chat after the first time, and Derek can also win money playing roulette in the Casino on the pc, but if wins too much money (+$2000) doesn't allow to continue betting either. So the best option is to use the cheat to edit the money, but without overdoing it to avoid skipping tasks related to winning some money, which then trigger other tasks or events in the game.
There are many tutorials on how to enable or use the command console in this thread or in the forum, and for example in this post

you also have an attachment containing the 00console.rpy file

already edited, where you then have to press the SHIFT+O keys inside the game to open that command console. And to be able to use the money cheat, copy&paste or type into the command console (in the example $500)

credits = 500

then press Enter, and type exit or press ESC to exit the command console and return to the game. And check if Derek now has $500 or the amount of money you gave him with the cheat.

In my copy of the game, I believe that after Derek completed the "First taining" with the Dean, of the task

Task: Continue with gym classes. (Evening) > Tip: The dean didn't show me all the machines. I have to go to the college gym tonight and figure them out.

being daytime=Night, selecting Home on the Map, then Hero's room and then the bed for Derek to go to sleep, at the start of the next day triggered this scene (which you can trigger with the command console):
