I asked secretary about photoshoot, and she told me to take photoshoot on the table. That's it, she never tell me about when to visit. I confused on this part.

That's where the problem is, The Rat Quest never appear on my save. What should I do?

Do the photoshoot with the secretary proper. It will appear. But only if your character actually wants to search Dick's room. So the whole red document questline must be active.

The only quest that I have right now is:
- Find material for blackmail Derek
- Fuck 5 girls
- Get a health certificate
- Help find a red folder
- Send Barbara to the library

Haha, sorry about that, there is no poking. I ment simply that you try chat with her each possible time (maybe even when she is in her bedroom at the evening) and see if she comes up with the topic, thats all.

Thats the key. It includes a lil' investigation during the day. Notice how Dick has a red document. Confront Dick, tell Cousin about it, let cousin confront Dick. Afterwards you get the hint that Dick is fishy, you should search his laptop.

Hi yeah she says 'you were going to rape me' and calls the cops. I'll try the water thing and see what happens but i tgonk the problem is that i was too much of a dog at the first meeting . As i say though i have 9 gurls even without her so as soon as i can get the health certificate i can release her and then submit documents (i hope!).

Probably you have to do other things to unlock that.
