I think 21 is better than 18 to be honest, it's really not any more repressive than any other drinking age. It either needs to be early introduction with responsible consumption, like I understand a lot of European countries do, or actual adulthood. 18 makes it too easy for 16 year olds to get alcohol, and also introduces kids to drinking when they're at a rather precarious point of development. I had a relatively healthy relationship with alcohol from about 15-17 then when I hit 18 I went full fucking loser drunk getting wasted literally every day for weeks on end. Now I'm an alcoholic and literally can't have a healthy relationship with alcohol. I can't help but think that a better developed pre frontal cortex before I started drinking, or an early responsible introduction to it would've given me a much better chance when I got to drinking age.Yes, except... repression doesn't work. NEVER works.
By cutting legal access, you create a black market. And worst, you create a fetish.
Just see the results of the "War on Drugs", compare U.S. results with (for example) Portugal with de-criminalization of consumption (along with several social measures).
The solution is to never forbid access, just help minimize the excesses. By creating a fetish, they drove teens to alcohol, the same way that where sex-education (the real one) is forbidden teen pregnancies are WAY more common. Not only because they don't have knowledge and access to good sex practices, they also live under a restrictive social code that fetishises sex by condemning it.
