It will depend on each individual, but there will be rules (mostly to avoid getting banned from some platforms). We've speculated (that about all we can do) that the next level of this, would be My Country. Followed by, My World, My Galaxy, My Universe... then it spiraled out of bounds by going into the Metaverses theories and we HAD to stop...
Anyway, judging by the exponential growth that is the trade "Mark" of the Marks, it follows that the hardest part was the taking over of the First City. If NTR can successfully create and rapid age a few MC's clones, the Marks takeover can be completed in a very short time frame.
It was hinted that that could be the plot of a future game, after the next one that is NOT in this Universe, so... in 4 or 5 years we'll know.
To answer your question, Yes, I think that in the future, the Marks Universe will do away with the concept of incest, probably supported by Daphne and Scarlett's research and scientific advancements in the NTR Labs. Under President Lisa those practices will be completely removed from the Law books and with the efforts by Pope Betty they will be removed from the religious teachings. This will create the first full family friendly society that will take over the entire spectrum of Multiverses.
"Love Your Family" will be the Mantra of this New World Order.

Interestingly in much of Europe incest is already not illegal by itself. Most of the things that would be illegal already can be charged under different laws. Like, for example, a parent - child relationship would technically be legal but if it was proven there was some pressure from the parent side it could be charged under abuse of a dominant position (much like a boss - employee relationship could).
