I can't give you an exact answer but keeping everyone's mood high isn't a probem later in the game. For the cow girls it might just be finding the right number of days per week to spend on the farm, or maybe they like being milked so much? Invest in those apples of power you can get from Basket for more energy per day, I'm up to 6 now which leaves plenty of energy for everything. So don't worry about it for now.
Is it possible to change the "translation" for characters relationships without starting a new game or digging into python scripts?

Make sure they can both be cows and set their days to be on the farm together.
I.E set both of them to be on the farm Saturday morning.
That should trigger the event if I remember it correctly.

I had issue with it too. Its part of the story and does work. Personally, I have never forgiven her and am holding a grudge

Well .. it went from monthly updates "at least dev said that at the beginning" ... to "almost" monthly ... and than to "2 updates a year" xD
at least dev is still working on it and the updates are huge .. but after several month waiting for an update i have alrdy forgot half of the story and most of the side chicks ^^ .. it's a bit sad, coz the game is promissing.

No new information on his discord .. and don't forget, even if he release an update .. we have to wait (was it a month?) for the non patreon release.
But to end this post on a good note .. it's seems we get real "mom action" with the next update
