(1) She arrives for her "date". (2) But, the mayor immediate treats her like some kind of paid-for whore. (3) And, in that middle pic, she's fucked on the table. (4) She has regrets, and slips her dress back on. (5) gets back home (after staying the night at some guy's place as that other guy said), and this is her breaking her promise about returning.

I think that sequence makes sense like that.

Yeah, I do think the combination could be a bit wrong. The dress in the pic could be already on, and she's showing ass just as you say. I do think that she's being fucked in that upside down one though.

Just that, it's mentioned in the script file of the game. There probably is a runin with the mayor, and it might result in that kind of night. But, it really is just a wild guess.
