You just have to do what it says... go to the Mall and buy the necklace.... go to Marcus and increase the relationship with Noa and in the evening after 9 pm call (through Marcus' page) Alison and take her out on a date... and so on

hello mate, you cannot open in my game, any way, I fixed it by using earlier save, taking time and going slow on that part, it worked.
When the phone is "denied" to you, just press X go to Item -> Essential Item and you will see that the Phone is selectable
