Check my signature's "Relevant posts", one of them teachs how to solve this trough save editing in case you already got past the trigger point (finishing morgan's quest)

I'm actually going off one of your saves, so yes lol. I couldn't get past the guards since they were blocking both entrances so I used the unlock character cheat, walked past them then went to the elevators and found her.

Oh you have to talk to the receptionist to enter lol

I think my game is glitching. When I go to Otter labs to work for Dr. Jordan I go to Maria and Lucy instead.

No that's non-fixable bug, once you unlock Maria's part of the lab you'll never see Mr. Jordan again. Best solution I could get was finishing her questline trough save editing
