Did you use cheats to complete any quests? What does "Corruption of Kiley Duncan 4" quest say? Can you attach your save file, so I could fix it for you, please?
I made some quests active for you. You can now either complete "Financial Problems" with the 'complete' button, or find her at her house in the living room and give her every item (you can buy them at the Second hand shop). Then just follow the "Annoying Obstacle" quest.
I suppose there's some issues when you're using old saves. I'm sorry about that, I attached your save file with a few quests enabled. You can follow the same guide I gave in the previous reply.
I did the same thing with your save. I wrote what do to in the previous post. Have you played the previous versions of the game? I'm still trying to figure out what's happening.
think i had to restart a couple updates back. so i used the complete/skip option on a few things while maxing stats etc

If you're talking about the new scene labeled as office in the game files, it's just a random scene (1/10) in which you can find her in your bedroom while she's supposed to be in the office.
