I’ve loved this game since the beginning, but here’s one thing I can’t stand. It’s a brainless style of doing things silly. Here is an example.

Yeah, it's kind of weird. Dutch angles are used in cinematography to convey the sense of something being off. It's a technique meant to make the audience feel uneasy. Why would they go for that in a porn VN, I have no clue.

To show off more of the character, keep them fully in the frame, and not have to zoom out too far. Not sure I agree with it, but I assume that is the goal there.

I like dutch angles but there is such a thing as over doing it. take 2000s and early 2010s movies as an example, they basically only filmed in dutch angles

if you do or say something often/too much it loses meaning

I’d much rather design games in 4:3 than 16:9, for exactly the reason you mentioned. It’s almost impossible to get a character to fill up the screen head-to-toe in widescreen (16:9). This is why so many games have the pan up/down feature.

Without a Dutch tilt you have to zoom way out in order to show the entire character.

Personally, I used that space for buttons sometimes, but yeah, I get that. It can be good when you have more than one person, you want to do some environmental storytelling, or when she is ready for her close up, Mr. Deville. ;p

Like most of these games, I assume it got too big or something. You could try using Joiplay, but that might be the only option other than finding a pc somewhere.
