I put cloud in his shirt outfit before putting tifa in her bikini. If I let it play out as normal they wouldn't have gotten the relationship bonus. The correct thing is cloud shirtless, tifa in her bikini, and the relationship bonus it would've been a win-win. Ah well doesn't matter now I finished the game yesterday.
