Anyone who can't get that minimal bit of competence covered can be expected to step on their dicks in other ways as well.The developer of this game developed a game, therefore he is a dev. The only debate is the amount experience.
As a dev, you can number the version however TF you want. Now, unless you want to confuse your users, you should at least make sure the numbers increment and you should be consistent with major/minor revision numbering.
