This is not a card game, just the dullest action game you'll ever play. The cards are just your special abilities like a fireball or healing and you get those from chests you'll find while exploring the winding, monotonous levels.

To go further than Nyaa: it's a 2D side-scroller where enemies and chests randomly drop cards of various levels, types, and rarities. The cards are used to modify your special attack, and up to 4 can be inserted. Some, as Nyaa said, can have regular effects (and will chain if you set a shield+healing as an example) while other cards are more passive and instead modify how strong and how much MP special consumes, or how long some effects last.

For those that want the save:
The save is in the registry which you can edit. Bring up the Registry Editor and go to HKEY_CURRENT_USER/SOFTWARE/NinjaGirlArune/NinjaGirlArune
Doubleclick on Kaisoudama_h... click decimal and set it to a high number (This is a currency to unlock the scenes)
Then doubleclick on Root_ClearFlag_h... click decimal and set it to 100
This should unlock all the scenes and let you purchase them with the Kaisoudama

EDIT: If the clear flag doesn't show, you may have to defeat the first boss
