It's a bug.
If you know how to use 'cheatengine', look for the variable "interdittogoCecile" and write 0 when you are in front of her door.
Alternative:
Make the following quests in this order.
Cecile.
The little plague.
Blondie.
This bug is fixed for the next version.

I agree to help you but my actions are limited!
I do my best so that F95 members can play my games and solve some problems!
If one of the people who supports me signals me a problem, I fix it quickly wiht a update as I always have!
But we are on a pirate site and not on PATREON, I can not provide you with technical support!
The best is to do the quests in the order I wrote above.
I hope you understand my position.

Save game, in front of the door. Open the editor, select your save. Then click on advanced and select edit variable & ..
Then go to tab variables and change the mentioned one to zero. Click File > exit and save and load you game.
