Gender doesn't play into NTR, though most of the audience here is male. What matters is someone is doing touchy-feely or perverted stuff with a possible love interest.
A good chunk of NTR scenes in Lusterise/Alicesoft games are actually committed by female characters. Unless one wants to stretch and say it's not NTR if a female does it, as opposed to an ugly bastard… then you’re getting into double standards lmao.

In many vanilla anime if the Heroine gets molested by another female character nobody bats an eye, hell it's a pretty common trope of girls taking baths together and touching each others boobs. You'd need something more debauched to make it feel like the X and A have something special between each other without MCs knowledge. In your scenario it seems like X's action only made A think of MC more.
But many DO care, especially if it becomes excessive and turns into a recurring theme.
See Angelica, who is easily one of the most hated characters in Cold Steel 4 due to her creepy tactics and feeling up all the heroines.
See Hino Yachika, who feels up all the heroines in Abaddon: Princess of Decay, and is also hated for that reason.
Literally replace the "hot girl" in many FxF scenes with an ugly bastard, and you can see why some would consider it NTR.
