The second game (this one) was always 1080p, I don't think it's been upscaled at all. This is the official translation and it does have an uncensored patch.

i don't think so? in the old MTL version, there is a compressed version with half the capacity-the new version weighs almost twice as much as the original MTL version, so it may not have been compressed version
