Lol i am still pissed at how spider-man 2 wasted the symbiote storyline.
It might just be a matter of only taking necessary risks. If he gets Marina to compromise herself while playing innocent, he only had to send one "known delinquent" to the Farm. That's going to attract a lot less attention than two girls, one of which has a low profile. Remember that he knows the Sisterhood and other extra eyes are around.
There's a nonzero chance the principal is somehow secretly involved in the sex ring, and his sending Cat to the Farm is a way to eliminate a potential risk from drawing attention and revealing his connection.
