She was leaving to convince the Board to not defund the vaccine work and when Parker talks to MC after he returns from the HQ, he asks her about the Board's decision and she relays that not only will they not defund it, they will divert more money/effort to it -- i.e., she's pushing harder for work on the vaccine. Or at least, that's what she tells the MC. If you believe her, she's working on removing powers. In that case, I do think she's interested in finding a vaccine, but likely not just a vaccine. Powers are effectively a curse for a lot of people that get crappy ones, so I can understand wanting to find a way to remove them for people that want to. But on the other hand that type of research may also tie in to modifying metagene in other ways.

Circling back to this same theory, I replayed some of the early game where Moonsong is first researching MC's power and a few of her comments stuck out to me. In her testing, MC's DNA latched on and merged with her DNA and not the other way around. This makes sense to me because MC's semen is on a "donor", not the other way around, so if there is a merging of DNA it makes sense that it occurs in the donor's body. When asked how this could transfer powers to MC, Moonsong compares it to how Todd can "imprint" on people by transferring his metagene DNA into them with a touch and that it's best to think about his metagene DNA as a tiny wireless transmitter. She also mentions specifically that MC's metagene DNA "harmonizes" with others.Had a pretty lengthy discussion in the Discord about this and my theory has grown a bit. I'll go into detail, but the TL;DR is that MC might be able to give unpowered people powers and/or make other powered people stronger by having sex with them.
