Basically, we no longer have a main villain as such. One became a simp, and the other characters haven't done much.Eva Kiss described him as the real villain of the story when the character was introduced. He was supposed to be Arthur on steroids, but with 2/3 of the game done, the most depraved shit he did was simping for Lena.

Seymour is the kind of man that only seems to do good when there is long term benefit for him. It is true that for the character that is supposed to be the avatar for corruption his content so far has been pretty tame which may have to do more with the tone of the game than the characterization that EK has for him
But so far, with the exception of Lena's brother showing up and asking for help, he has been the root cause of all financial issues Lena has encountered throughout the game, and if you make a run in which Lena rejects him at any given chance he confesses that he is the one making her life difficult, who made sure nobody will want to hire her (which was pretty obvious but I was surprised he would come out this early) and that he will make it worse if she doesn't play ball, even threatening the café and Ian's future. Which makes me think the "old" Seymour is not that different from the one in his youth, maybe just more capricious as he has grown more entitled, but still a the a selfish manipulator which see people as disposable if they don't do his will
Still, when we say that a person does something good, we imply a certain degree of altruism in this action, or at least a motive and calculation in sympathy and further good relations (which is naive IRL, but we are now discussing a character). When Seymour "helps" someone, he always does so out of calculation. When he "helps" Lena, he does so out of lust, perhaps, as the latest chapters show, out of a desire to leave a legacy, as well as a desire to control a beautiful potential starlett. Moreover, from a conversation with Arthur and Seymour's own admission, we know that Lena is far from the first model with whom he has signed an exclusive contract. And he ended things with them because they couldn't "stir his emotions." That is, most likely, they rejected him. This is hinted at by the fact that if Lena mostly refuses to satisfy his fantasies, he will hint at the consequences of breaking the contract. Why would he terminate the contract if, according to him, his goal is to foster talent?Hi!
I see your points and to a degree I agree with you, but there are differences in the various paths. Also, you misallocate Lena´s early money problems. Lena was poor and had money problems due to sending home cash well before Seymour became aware of her. And on paths where Lena impresses Seymour and the two have a good working relationship, he shows some generosity. He fills the hole her neverdowell brother made in her funds, he covers some rather expensive medical treatments insurance does not and he saves the cafe.
Sure, most of this also aids some of his long term goals, but at least one of these acts nobody expected Seymour to do it in the first place. He could have reached his goals even without doing it. Adding in that on these paths Seymour never did harrass Lena makes him a lot less as... right from the start.
He comes across as a capricious, even spleeny, philosophical businessman (and maybe Lena´s dad), who certainly looks out for his advantage, but can´t that be said about most businessmen? On these paths Seymour is most definitely not a Bond villain, and a big corruptor is very much debatable.
Seymour is busy cementing his position in Baluart and for all corruption he might be responsible for, as far as book publishing goes he is gold compared to this insufferable, arrogant, no talent prick of an alternate publisher option for Ian! While Seymour certainly knows how to skim cream off for himself, he also has an eye for talent. The same cannot be said about that other guy.

When he "helps" Ian, he does so at least with the intention of benefiting from a best-selling author he has moulded with his own hands, who is completely under his and his publishing house's control. But I don't think that's the end of his motive, especially considering that he always points out Ian's connection to Lena. Let's see what his offer will be after winning the competition, especially when he rigs it and makes Ian the winner in advance in case of cooperation with Lena. Oh, and he's ready to take control of Lena when he knows she and Ian are dating.
We don't know the details of his agreement with Axel, but I don't think it ends with mentoring in photography, especially considering that Axel would very much like Lena to sign a contract with Seymour.
In addition, he profits from gentrification and, in the event of a confrontation with Lena, tries to squeeze Van Dyke out of business. It is also unclear why he wants to meet with Emma. Moreover, if he is her father, as you say, he is also pursuing an incestuous relationship with his daughter. Arthur may have been a favourite but he wasn't really a strong villain either. I think with both him and Seymour it comes down to the design of the game's branching narrative, these games try to do both corruption and anti-corruption themes and when you mix that with role-playing elements it becomes hard to write a villain that's actually forceful while still respecting player agency to not feel forced to play certain routes.Arthur was a fan favorite in GGGB because of how twisted he was but I think we should get the godfather memes ready.
