The program used by the devs doesn't leave much space for subtleties like a big clit or a mustache and since iirc she has average sized boobs I would say no, she doesn't.
Going by dialog, Veronica is very much into health training stuff, so unlikely she takes steroids. On the other hand, parts of her muscle packages are rare among women and not all that easy to gain. So it is possible she used them earlier, but recognised that it is not good in the long run.

Totally, I recongnize my lack of knowledge and understanding of that world, from time to time I've heard it's even common for athletes and bodybuilders to use them at some point on their lives, since there's only so much you can achieve with diet and exercising or even stuff like dehydrating yourself. I like to think Veronice would be like "I don't need shortcuts" but in the real world it would make sense sadly.
Veronica is my favorite too, body-wise, but I don't love her being one of the main vehicles for femdom. Both because that's not at all my kink, and because IRL, there are plenty of fitness fanatics that like going the opposite way and being dommed themselves. I know we had a chance to reverse those roles already at least once, but am curious where her route will go.
While a lot is possible with the right training and correct eating (e.g. animal protein, for example meat, milk products is essential for growing muscles and growing at all. Vegetable protein is not as effective. While we are not cats, for whom meat is essential, for humans it is also true to a lesser degree that animal protein is needed for growing up hale and well. I know some Vegans will protest, but let me tell you in twenty years most hardcore Vegans will be heavily sick or dead. That is simply biology and no amount of wish-thinking will change that.
The Vegans aside, we already see today what this strong focus on vegetables even for kids does. Humanity is shrinking again, the average heights is going down.), there is a biological border for both men and women.
Each body has it´s own point to which you can grow muscle mass with eating and training. If you want to go beyond you need steroids and other "fun" stuff. While Veronica is not too extreme, the muscles she shows in some pictures are borderline on what is normally possible and what is only possible with "help". So we will have to see if we get some info on this in the game.
Depends very much on what direction you want to take Rosi´s story. Felicia is definitely the most "side effects" free option. Personally I also find August a good option. You take Chuck if you want a threesome with Rosi, because he will deny the request, but Ian will jump in.

If you ask Felicia, she will pay but you will miss some points in her route: it's not a good choice if you are pursuing her and - most of all - if you want to raise her "confident" points score (sorry, I don't remember its proper name at the moment).
If you ask Auggie, he will refuse unless he has a very high trust score. We have no clue about the consequences.
If you ask Chuck, he will refuse and you will be redirected to Ian: Ian will pay and you will unlock the Rosalind threesome scene.
Kathleen? that's the choice if you want to go down her sadistic path, but it's a can of worm I would never open. So it wasn't an option for me.
Me? I'm playing 2 different gameplays: a path where Felicia paid, and a path where Ian paid.

Since she's a character and not a real person, I guess the answer would be:
ask the Authors. My bet is that it never crossed their minds, so the answer would be: "Dunno, I'm gonna ask her".
If I remember correctly, one of the perks allows you to persuade Kathleen to help Rose for free, although there may be consequences in the future.
Asking Feli is not quite as bad as you make it seem.Most points of the Art exhibition you can still gain. I think you only loose 1 possible Confidence point and you can still max out her relations score. But yes, if pursue Felicia, you should use someone else if you want to gain most confi points.
Actually we have some clues what happens if we ask August! "Just Oliver" makes a very wrong decision, believing August is a man of the past, refusing an offer he cannot refuse. Bad idea! Like Warren said when told us, we should view the news. So Oliver has had either an epic roughing up or is dead. We do not know yet what it is.
Chuck is like you said. Maybe he even does so to get Ian into the situation.
As for Kath, while there is the option to sweettalk her into helping Rosi, you still need a lot of points with her. So you are at least the first steps on a sadistic path to get that far and Kath will use it in the future for sure.

Steroids are pretty expensive, Veronica definitely couldn't afford them. She also has no need to since she doesn't compete anymore. Lastly, she seems to value a lot being healthy.
Could a woman have that physique IRL? From what I've read, developed deltoids like Veronica's are a known sign of steroid use. Especially for women.
