Had the same problem, tried in all the browsers and downloaded a software called SWF player from here.
Nothing worked.
What got it to work for me was adding the folder where the SWF file is located to trusted in adobe settings.
To open your locally saved files you need to follow these steps.
Open control panel.
Go to flash player.
Double click on it.
Then select advanced option,
Then click on trusted location setting,
Then add files/Folders which contains swf files.
Save it.
Now run your file.
That worked for me, more or less. Chrome still just want to download the file, Firefox won´t open it all (Maybe thats just mine)
But IE and SWF player can open and play it now (IE is a little slow in the beginning)
