I'm having the same problem with the first Outsiders Lieutenant.
Main quest request for level 2 on both, Outsiders and Drift Punk (which I have) and have captured first lieutenant of Drift Punk (done) and Outsiders (has not even shown yet).
Any solution? Can it be shown editing the save file?

Just follow the story, you will eventually get a mission to free a shop owner from clover if i'm not mistaken, so you just create a mission in the carnival map, free the owner and then you get a new shop in the mall, however depending on what part of the story you are, it may take a while since this shop was added recently.
I've already disbanded all the gangs and did not get the mission before that.
Although that's not completly true. I've captured all leaders of the Outsiders and they got disbanded.
The next day i got the option to send the girls trick or treating. Next day after this trick or treating isn't possible anymore, but the Option to send them to the outsiders is back.
Is this because i didn't yet get the shopkeeper rescue mission?
Can i still get it?
I guess i'll just fastly grind through a few days/weeks and see if it pops up...

Also i am kinda frustrated with a little detail of the Outfit system. Kinda annoying that the anal plugs are under wrist accessories... so no way to wear handshoes / braceletes AND the tail plugs... The same with wearing a mask AND a gag...
It would also be nice if there was an option concerning the shoe category to decide wether shoes and all the stockings or high reaching boots etc should go below or above whatever we've chosen as the girls "bottoms". Currently shoes are by default below. Which makes combinations like jeans and dope boots kinda impossible or shitty looking since the larger silhouette of the boots will still show behind the trousers...
Not exactly a huge problem, but i think the outfit system could need a rework.
