i havent played this since 0.4 has the MC got super powers yet and become OP to be an overlord and dominate?

Nop, but He has made decent progress thx to His bond with girls, He's not OP but now He's a menace to certain level of supervillains and neutral enemies (those than don't seek to destroy/conquer/sack the city).
